David Morrical
CPA CGA BSc. Econ
David is also a Principal of FIT. Formerly a private sector Controller as well as public sector auditor, David is a Chartered Professional Accountant who has 22 years local government financial and IT experience. The last ten of those years involved IT project management and business analysis. He is versatile in MS products coupled with technical familiarity on data architecture, creator of internal audit tools as well as award winning Power BI reporting. In addition, he has served as Team Lead for ERP and Asset Management implementations and subsequent upgrades.
Christopher Paine
CPA CGA
Christopher is a Chartered Professional Accountant with 15 years in experience working in local government finance and 2 years experience as an Accounting Instructor.
Christopher is a Principal with FIT. He has worked as the Chief Financial Officer for two municipalities and in senior financial roles for several other while earning his Professional Certificate in Infrastructure Financial Management through the Institute of Public Works Engineering Australasia. Christopher has specialized in asset management, having written numerous long-term financial plans, and is currently a member of the Asset Management BC Community of Practice. Christopher has also published a guidebook entitled “How to Write a Long Term Financial Plan for Asset Management” with the support of Asset Management BC and the Federation of Canadian Municipalities.
Christopher has earned several awards for infrastructure replacement funding plans including:
- Union of BC Municipalities’ Excellence in Asset Management Award,
- the Government Finance Officers Association of US & Canada Award for Excellence in Government Finance, and
- the GFOABC Outstanding Achievement Award
Christopher’s work on the District of Oak Bay Sustainable Infrastructure Replacement Plan received Asset Management BC’s first ever endorsement.


Peter Paine
Peter is an established accounting professional with over 13+ years of experience in corporate accounting, budgeting, forecasting, and financial analysis for the public sector. He has specialized in the development, compilation, and review of annual and multi-year budgets including:
- Leading a Canadian Owned Local Government Budget Software Implementation Team
- Senior Manager of Financial Advisory Team
- GFOABC Speaker & Article: Comprehensive Financial Planning: Budgeting with a Purpose
- GFOA Distinguished Budget Presentation Award Program Evaluator (Volunteer)

Christopher Paine
